Overview: The Encore Development transforms a foreclosed property into a thriving mixed-use community that includes 166 single-family homes and 119 senior apartments. GD3 Ventures worked closely with the City of Painesville to repay the majority of the previous owner’s outstanding obligations for road improvements. The project also established a Tax Increment Financing (TIF) District to fund future infrastructure enhancements, setting the stage for sustainable growth. Encore stands as a model for successful redevelopment—turning a distressed property into a vibrant, multi-use community that blends single-family and senior apartment living.
